Report on an Ordinance entitled
An Ordinance for the more effectual preventing and
further punishment of the offence of trading with
the enemy.
This Ordinance was introduced in accordance with the
instructions contained in the telegraphic despatch of the 21st September 1914 from the Right Honourable the Secretary
of State for the Colonies.
Section 5 was added to give statutory authority to the
winding up of the affairs of the local branch of the
Deutsch-Asiatische Bank, which had been approved by the
Secretary of State in his telegram of the 15th August.
Section 6 was added under the authority of the tele-
graphio despatch of the 3rd October from the Secretary of
State. It is drawn in somewhat wide terms, but the
intention is to allow to local branches of German and Austro.
Hungarian firms, and to purely local traders of German and Austro-Hungarian nationality, the fullest freedom of trading which is consistent with reasonable precautions
against the transmission of money or its equivalent to
enemy territory during the war,
In my opinion this is an Ordinance to which His Excel-
lency the Governor may properly assent in the name of His
Lajesty and on His behalf.
